Hillary Clinton Reflects on Accomplishments, Challenges as Secretary of State

Hillary Clinton reflected on her accomplishments as Secretary of State over the last four years in a wide-ranging speech on foreign policy trends on Thursday.

She also touched on what she sees as America's most pressing global challenges in the future, signaling that her time in the Obama administration is drawing to a close.

At the top of her remarks given at the Newseum in Washington D.C., Clinton took a moment to address the U.N. resolution passed in the General Assembly just minutes before she spoke that recognized Palestine as a non-member observer state. She called the measure "unfortunate and counterproductive," reiterating her warning earlier in the day that peace between Israel and the Palestinians would come through direct negotiations, not international resolutions.

"We have been clear that only through direct negotiations between the parties can the Palestinians and Israelis achieve the peace they both deserve: two states for two people with a sovereign, viable independent Palestine living side-by-side in peace and security with a Jewish and democratic Israel," said Clinton.

The overall theme of Clinton's address however, was that economic and diplomatic challenges across the globe are changing the way the United States relates to both allies and foes.

"We do live in a rapidly changing world. Many of the constants that shaped American foreign policy for decades are shifting. And that poses new challenges for our global leadership," she told the crowd.

Among those changes, she said, are the economic crises shaking allies in Europe, China's continued rise as a global power, regime change in the Arab world as the U.S. works towards energy independence, a greater emphasis on strength through economics rather than arms, and a new generation growing up without the same pro-American sentiment held by their parents and grandparents. Clinton reflected on her travels to more than 112 countries, calling it "shoe-leather diplomacy," and emphasizing the importance of being on the ground.

"I have found it highly ironic that, in today's world, when we can be anywhere virtually, more than ever people want us to show up, actually," she said. "Somebody said to me the other day, 'I look at your travel schedule. Why Togo? Why the Cook Islands?' No secretary of state had ever been to Togo before. Togo happens to be on the U.N. Security Council. Going there, making the personal investment, has a real strategic purpose."

Among her accomplishments, she listed hosting town halls with global youth, raising awareness for religious minorities, protecting Internet freedom and advancing rights for women and the LGBT community around the world.

Clinton also reflected on arguably the darkest chapter of her tenure - the Sept. 11, 2012 attack on the U.S. consulate in Benghazi, Libya, that killed four State Department employees, including the U.S. ambassador to Libya, Christopher Stevens. Clinton increased security at American embassies and consulates across the globe as a result of the attack, but reiterated that diplomats serving in dangerous places must continue to exist for American diplomacy to work.

"As we mourn fallen friends like Ambassador Chris Stevens, who was fearless in his dedication to diplomacy, we refuse to be intimidated. Our people cannot live in bunkers and do their jobs," Clinton said. "So we will do what we always have done: pull together, learn and improve - because America always emerges stronger and more confident."

During a question-and-answer session following her speech, Clinton discussed the current and future challenges for America on the horizon.

She was asked about the conflict in Syria and whether it had reached a tipping point. While Clinton agreed the rebels had grown stronger and more unified, she stopped short of saying the country was were turning in the opposition's favor.

"It appears as though opposition in Syria is now capable of holding ground, and that they are better equipped and more able to bring the fight to the government forces, and so we follow closely where the government still maintains regime control and where it's contested and where the opposition is making significant inroads," Clinton said. "I don't know that you can say that for the entire country there is yet a tipping point, but it certainly seems that the regime will be much harder-pressed in the next months."

On U.S. engagement with Iran, Clinton said time is running out for Tehran to respond to the international community's diplomatic efforts. Ambassador Robert Wood reportedly told the International Atomic Energy Agency board in Vienna on Thursday that the United States has set a March deadline with Iran to start cooperating with the agency or else the issue will be referred to the U.N. Security Council - a significant step towards ending diplomacy and heading towards intervention.

"I think what was meant about the March reference was either about the IAEA and its continuing work or the fact that we finished our election and now would be a good time to test the proposition that there can be some good-faith, serious negotiations before the Iranians get into their elections, which are going to heat up probably around the March period, heading toward a June election," said Clinton.

"I think that we'll see in the next few months whether there's a chance for any kind of serious negotiation," she said. "And right now, I'm not sure that it can happen, but I certainly hope it does."

Delayed treatment for advanced breast cancer has 'profound effect'

ScienceDaily (Nov. 29, 2012) ? Results from a new study conducted by researchers at The Ohio State University Comprehensive Cancer Center -- Arthur G. James Cancer Hospital and Richard J. Solove Research Institute (OSUCCC-James) show women who wait more than 60 days to begin treatment for advanced breast cancer face significantly higher risks of dying than women who start therapy shortly after diagnosis.

"We wanted to see whether delaying treatment affected mortality rates among women with breast cancer," says Electra D. Paskett, associate director for population sciences at OSUCCC-James. "It's been shown that early detection and appropriate, timely treatment can increase five year survival rates to as high as 98 percent. Until this study, we didn't know the profound effect delaying treatment could have," she said.

Paskett is the senior author on the study, which is published online by the Journal of Clinical Oncology. In the study, researchers retrospectively examined 1,786 women enrolled in North Carolina Medicaid system who were diagnosed with breast cancer from January 1, 2000 through December 31, 2002, using the linked North Carolina Cancer Registry-Medicaid Claims database. Follow-up data were available through July 31, 2006.

The median time from biopsy-confirmed diagnosis to the initiation of treatment was 22 days. Sixty-six percent of the women started treatment within 30 days, and nearly all (90 percent) started treatment within 60 days. There was no difference in survival rates for those treated by 60 days.

However, for one in ten women studied, treatment started more than 60 days after their cancer diagnosis. Among those who had advanced cases of breast cancer, a delay of more than 60 days was associated with an 85 percent higher risk of breast cancer-related death, and a 66 percent higher risk of death overall, compared with women who were treated sooner.

"We're finding as we do research, it is really the lower income population that suffers the highest burden of all diseases," says Paskett. "This study suggests that ten percent of women can't get access to care, or it takes a longer time to get access to care."

Paskett says interventions to remove barriers and improve the timeliness of breast cancer treatment should focus on late-stage patients. Paskett recently published a study that confirmed patient navigators, often part of the clinical team, help patients negotiate the various complexities of the health care system and play a valuable role in helping breast cancer patients start treatment earlier.

"This research shows we have an opportunity to improve breast cancer outcomes by helping women who are diagnosed at late-stage to get started with treatment sooner," says Paskett. "Even if the goal of treatment isn't curative, early treatment seems to prolong survival."

The study was funded by grant 1R01CA121317 from the National Cancer Institute.

On the afternoon of the election, I sat counting ceiling tiles at my local Planned Parenthood clinic.

?Have you ever been to a Planned Parenthood clinic before?? the receptionist asked me when I approached the front desk.

?No ma?am.?

?Please fill out these forms. All your information will be kept confidential.?

?Okay, thanks.?

I found a seat in the back corner of the waiting area and slowly raised my eyes to look around the crowded room. To my right, there was a young girl ? maybe 15 or 16 years old ? with her arms crossed rigidly over her chest. She was wearing fishnet stockings, a transparent black tank top, and dark eyeliner painted thickly along the lids under her eyes. I wondered why she was here. She looked too young for an annual pap smear.

I looked back down at the forms on my clipboard:

Name: Chelsea Roff

Birthdate: 7/30/1989

Insurance? No

To my right, I heard the door open again and in walked another woman ? probably 35 ? wearing lululemon pants and a long, flowy shirt that easily could have served as a dress. Her hair was dark and curly, her skin a sun-kissed bronze. She approached the reception desk timidly, her eyes darting rapidly around the room.

?I?m not an American citizen,? she said to the receptionist. Her accent sounded British? maybe South African. ?Will they still see me??

?Yes, of course, honey. Do you have an appointment?

?No.?

?Fill out these forms. We?ll get you in.?

I ?looked back down at the clipboard in my lap, subconsciously breathing a sigh of relief for the woman at the desk. What was she here for? Emergency contraception? Abortion? STD test? Was she pregnant? I wondered if she had a national health care system in her country of origin, and thought about how frightening it would be to have a medical emergency happen and be so far from home.

Finishing my paperwork, I re-approached the reception desk, getting in line behind a mother-daughter couple and a ?young man. To my left I saw a small framed sign on the wall adjacent to me:

THE TRUTH ABOUT TEEN PRIVACY

    • Pregnancy test
    • Abortion services
    • Sexually transmitted infection testing and treatment

I thought about my younger sister, about the handful of times I?d walked her into a clinic like this. I?d forgotten what that was like? being underage and in the foster care system, Planned Parenthood the only place you knew to go.

Just then, my phone buzzed in my purse. I pulled it out, seeing a new text message from an unknown number:

I smiled at the irony. Somehow I managed to schedule my first appointment at a Planned Parenthood clinic on the day of our national election ? a day that, without doubt, would decide the fate of whether these clinics would continue to exist at all. I thought about what was at stake? access to basic STD testing, women?s health services for those without health insurance, a safe place for teens to receive medical care and advice without the risk of getting kicked out by their parents. I ?wondered where I would go if this clinic wasn?t here. I wondered how many women I knew would say that?Planned Parenthood had saved their lives.

I haven?t had medical insurance since I was seventeen. In fact, the last time I had coverage, I was on Medicaid ? a federally-funded program that?provides free or low-cost health coverage to more than 50 million children and families. Because of a ?pre-existing condition? I experienced in my teens, I?ve been rejected by insurance companies each and every time I?ve applied for coverage as an adult. Now, I?m in the long, arduous process of trying to attain coverage under California?s?Pre-Existing Condition Insurance Plan (PCIP), a program which ? thanks to Obamacare ? will offer health coverage to medically-uninsurable individuals until the legislation goes into full effect in January 2014 (I?ll be writing more about PCIP in a forthcoming article).

My experience at Planned Parenthood that day prompted to think more deeply about healthcare in the United States ? and more specifically, about how the other?50+ million Americans who are?uninsured in the United States fare when health issues arise.

Who are these 50 million Americans ? are they young, old, rich, poor, educated, too stupid or lazy (as many conservatives often imply) to purchase health insurance?

Where does an uninsured woman go when her Planned Parenthood doctor finds a lump in her breast? What about uninsured children ? how many are there, and what do parents do when their gets a 106 degree fever in the middle of the night and they can?t afford an ER visit? Is healthcare a basic human right, or a privilege reserved for the wealthy?

While I have many friends and colleagues who shun politics; for me, the issues at stake in the 2012 election were far too personally impactful to turn away. From the moment I heard Mitt Romney unequivocally?declare that,??on my first day if elected President of the United States, I will act to repeal Obamacare,? I knew just how high the stakes were. Had Obama not been re-elected, my hope for finally having health insurance would have been squashed. The one clinic that I ? and so many women I know ? depend on would likely have lost federal funding.?Voting was not merely a symbolic act of civic engagement? it was a public statement of what I want andneed from my government: the institutional support?necessary to preserve life.

On Friday, I put out a call to my Facebook friends:

?If you are uninsured, have been for at least 6 mos, and would be willing to participate in a brief (anonymous) interview, please email me.?

I was absolutely astounded at the volume (and diversity) of responses I received. In just 24 hours, I had over 50 messages in my inbox ? emails that contained heartbreaking, thought-provoking, and eye-opening stories about how people across America are living without health insurance. Some had boycotted insurance industry and firmly believed that they were better off for it ? others had been trying to attain affordable care for over a decade. I realized that I would never be able to unpack all the issues contained in those emails in a single article ? and so began the series I?m starting today,?Life Without Health Insurance.

The?Life Without Health Insurance Series will examine the questions listed above, as well as a host of other issues related to healthcare around the world. Here is a tentative, non-ordered list of the articles I envision for this series:

Canada dollar pares gain after strong U.S. consumer data

TORONTO (Reuters) - The Canadian dollar pared early gains to trade flat against its U.S. counterpart on Tuesday after data showed U.S. consumer confidence in November rose to a four-and-a-half-year high.

The Canadian currency typically responds positively to signs of growth in the economy of its southern neighbor and biggest export market, and one analyst said the move might have more to do with repositioning after a bounce in light trading last week.

"All the economic data that's been released this morning, at least in the U.S. session, generally met or exceeded expectations," said David Tulk, chief Canada macro strategist at TD Securities, referring to the consumer confidence index, house price data and gauges of planned business spending and manufacturing activity.

"So from that perspective, I'm inclined to think of this as more of a couple of weeks worth of moves that's being dealt with as opposed to just a momentary reaction to the data."

Investors also let out a sigh of relief after the International Monetary Fund (IMF) and Greece's euro zone neighbors brokered a deal to cut Greek debt.

After 12 hours of talks, global lenders agreed on a package of measures to reduce Greek debt to 124 percent of gross domestic product by 2020 and promised further measures to lower it below 110 percent in 2022.

"The agreement overnight has buoyed risk-sensitive currencies and we are seeing that flow into the Canadian dollar," said John Curran, senior vice president at CanadianForex.

At 12:39 a.m. (1739 GMT), the currency was trading at C$0.9933 to the U.S. dollar, or $1.0067, only slightly stronger than Monday's North American close of C$0.9938, or $1.0062.

The currency at one point hit C$0.9906, its strongest since November 7.

Canada's dollar showed broad strength, outperforming most other major currencies, including the euro, Japanese yen and fellow commodities-linked currencies, the Australian and New Zealand dollars.

Curran said the currency would likely trade between C$0.9875 and C$0.9950 on Tuesday. He expected some U.S. dollar buying interest around C$0.9880 to C$0.9900.

"There's still longer term players looking to deleverage their long-Canada positions just due to the ongoing fact that our economic data has not been too great. And those are longer-term factors. What's helping the Canadian dollar are short-term factors," said Curran.

"If we continue to see the Canadian economy losing steam, you will see a selloff in the Canadian dollar. You have those two opposing forces at each other."

Prices for Canadian government debt were mixed, with the two-year bond shedding half a Canadian cent to yield 1.106 percent and the benchmark 10-year bond adding half a cent to yield 1.755 percent.

The International Day of People with Disability is observed across the globe every year on 3 December. The motivation behind the day is to promote the understanding of disability-related issues, demystify conceptions about disability and, most importantly, to remind the world about the human rights of people with disabilities. The day also celebrates the benefits of having people with disability integrated in all aspects of life.

Sandy victims return from Thanksgiving holiday; find homes looted

Many tri-state area residents experienced tremendous hardship after Hurricane Sandy slammed into the region. If the injury hadn't been damaging enough, now some residents are dealing with looters.
As if they hadn't suffered enough already, some residents in Breezy Point, a section of Queens, N.Y., returned home from Thanksgiving travels to find their homes had been looted. Reportedly, thieves stole tens of thousands of dollars worth of property, including cash, a $25,000 coin collection, jewelry, watches and even change jars.


Breezy Point is the neighborhood that suffered a horrific fire in Sandy's aftermath, as Digital Journal had reported. According to the New York Post, at least three Breezy Point homeowners were robbed over the Thanksgiving holiday between Wednesday and Thursday. One family, who had just gotten their power restored just before Thanksgiving, had gone away to visit family for the holiday. They came home to find their house had been broken into and found a silver half-dollar collection, worth $25,000, gone. Additionally, watches that had high sentimental value were stolen. Reportedly, that family have been living in the community for 30 years and had never once been robbed. ?It?s usually such a safe community, but with what went on here, anyone could put on a Con Ed uniform and just walk around," the female resident, who declined to be identified, told the Post. CBS News spoke to some residents of Breezy Point. Residents described the thefts as "despicable". ?I just think it?s awful,? Kelley told WCBS 880's Sophia Hall. ?I think it?s absolutely terrible that at this time when we are most vulnerable they have to do things like this to us.? At this time it is not known who is breaking into homes and stealing from residents. NBC News reported there were 14 home break-ins from Nov. 12 to Nov. 18; none had been reported the year before. ?I?ve been putting my best efforts forward into putting my home back together and staying strong," Robert Bainbridge, owner of one of those homes robbed, told the Post. "This just adds insult to injury." Bainbridge now reportedly has a sign on his door, along with an image of a gun, that says, ?I?m here and armed. Come on in."

    Italy centre left picks candidate for next PM

    ROME (Reuters) - Italy's centre left voted on Sunday to choose the candidate who will be the leading contender to succeed Mario Monti as prime minister after an election in March and take charge of steering the country through a deep recession.

    Opinion surveys show Democratic Party leader Pier Luigi Bersani is the frontrunner among five candidates, followed by Florence mayor Matteo Renzi, who has vowed to shake up Italy's political establishment if he is chosen to lead the alliance.

    The vote will eliminate a major element of uncertainty in choosing a successor to Monti's technocrat government.

    The centre-left alliance is well ahead in opinion polls for the parliamentary election and the winner of the primary vote is in pole position to take over Monti's efforts to control strained public finances and tackle a year-long recession.

    Support for Prime Minister Silvio Berlusconi's deeply divided centre-right People of Freedom party (PDL) has crumbled to less than half than it recorded in the last election in 2008.

    Berlusconi said on Saturday he was again thinking about running, deepening the PDL chaos.

    "It's time for a return to serious politics, and as a consequence we can start to resolve the economy," said 57-year-old Vincenzo Donna Maria, after he cast his vote for lower house deputy Bruno Tabacci, one of the other candidates, at a busy outdoor polling station in northern Rome.

    A woman who voted for Bersani, who did not wish to be named, said she hoped for "a better country, led by honest people".

    Both Bersani and Renzi reject the idea, encouraged by international markets, that Monti should return after the vote to continue his economic policies that have so far included unpopular spending cuts, tax rises and labor reform.

    Protests on Saturday by tens of thousands of students and workers from across the political spectrum highlighted the levels of discontent among Italians grappling with the slump and rising unemployment in the euro zone's third biggest economy.

    RUN-OFF POSSIBLE

    While Renzi, 37, is much more popular across the general population than career politician Bersani, 61, he is far weaker among party supporters who will decide the primary.

    Organizers expect up to 4 million party and non-party voters to take part in the poll that is open to anyone over 18 who is Italian or resident in Italy regularly, but it is likely that members will make up the biggest proportion of those at the ballot box.

    However, Bersani may still fail to secure the 50 percent he needs for a first-round victory, which will mean a second round run-off will be held on December 2. At that point he is likely to pick up the votes of third-placed Nichi Vendola, the openly gay governor of the southern Puglia region.

    "I am expecting a run-off because there are a lot of us," said Bersani, talking to reporters at a voting station on Saturday. "All five of us are going to try to lend a hand to help this country emerge from its suffering."

    An upbeat Renzi told reporters before joining in a half-marathon in Florence: "If I lose it will have been a great people's experience, but I'm going to win."

    The centre right is due to hold its own primaries on December 16, but PDL secretary Angelino Alfano said on Saturday that would no longer make sense if Berlusconi chose to stand.

    Further complicating the national political picture is the dramatic rise of the anti-establishment 5-Star Movement, which is now second in opinion polls, and that around half of Italians say they are either undecided or will abstain.

    It is also still unclear what electoral system will be used for the national vote, expected on March 10-11, as politicians have been arguing over how to reform an unpopular electoral law that allows party leaders to hand-pick members of parliament.

    Voting on Sunday was due to end at 8 p.m. (1900 GMT), with results due around midnight (2300 GMT).

    Japan Is Eager to Tap U.S. Natural-Gas Supply

    TOKYO?Congress could still block efforts to expand exports of America?s newly abundant supplies of natural gas, but there?s no question where Japan stands on the prospect of ships carrying liquefied natural gas from the U.S. arriving at its shores.

    ?From all the aspects, U.S. LNG is a very, very shining treasure ? for us,? said Hirohide Hirai, director of policy evaluation and public relations at Japan?s Ministry of Economy, Trade and Industry.

    Hirai, former director of the petroleum and natural-gas division at the ministry, told National Journal this week that he is confident the United States will take advantage of the increased trade opportunity by allowing LNG exports to Japan.

    Hirai said that his conversations with U.S. officials, energy lobbyists, and consultants about the growing natural-gas market in Japan have left him confident that LNG exports will get a ?green signal? from the U.S.

    ?There should be some noises, of course,? Hirai said, but he added that when he spoke to Energy Department officials about gas exports, ?they didn?t say no.?

    Hirai has spent a lot of time negotiating this opportunity with U.S. energy officials and his ?friends? in Washington since the March 2011 earthquake, tsunami, and nuclear disaster that has resulted in the shutdown of nuclear power plants in Japan and has shaken the country?s energy sector.

    ?As you know, without nuclear power, LNG is the most promising, most reliable ? alternative resource for us,? Hirai said. Japan is already the world?s largest importer of natural gas, with much of it coming from politically volatile nations in the Middle East. Japan also gets about 10 percent of its gas supply from Russia and is planning to buy more, despite the risks of price-gouging by the state-controlled gas company, Gazprom.

    Into the picture comes the possibility of cheaper U.S. natural gas resulting from the shale-gas boom, which could be extremely helpful to Japan?s struggling energy economy.

    Developments in the United States present a unique opportunity for Japan and for the natural gas market, which is mostly dominated by government-owned or government-backed monopolies. The insertion of U.S. gas into the export market could break some of these monopolies and change the price of gas as a result.

    The United States is in a good position to increase gas exports because it has a number of former gas-import terminals that could be converted into export facilities for far less than the cost of building new ones.

    But some U.S. lawmakers worry that increasing exports could raise domestic prices and threaten the nation?s energy independence. Sen. Ron Wyden, D-Ore., who is expected to chair the Senate Energy and Natural Resources Committee in the next Congress, has been one of the most vocal opponents of natural-gas exports and will likely take up the issue from his new post.

    ?The policy needs reconsideration,? Wyden said in a statement earlier this month, referring to the current U.S. policy that favors approval of natural-gas exports to countries that share free-trade agreements with the U.S. ?It could harm the nation?s ability to achieve energy independence, combat pollution, and preserve the environment.?

    And Wyden?s concerns don?t even account for the possibility of exporting gas to Japan, which is not yet a U.S. free-trade partner. Japan is pushing to become part of the Trans-Pacific Partnership, a U.S.-led free-trade agreement to be negotiated over the next year.

    On that score, Wyden said, ?Any final agreement on a Trans-Pacific Partnership must not constrain the U.S. from reshaping its energy policy, which may include new treatment of natural-gas exports.?

    During a meeting this week with President Obama, Japanese Prime Minister Yoshihiko Noda urged the parties to ?accelerate discussions? on Japan joining the TPP, which could open the doors to much-needed gas imports for Japan, among other free-trade opportunities.

    The Obama administration strongly supports Japan?s entry into the free-trade agreement, and the president reinforced that view during his visit to Asia this week.

    Regional leaders meet in Uganda over Congo crisis

    KAMPALA, Uganda (AP) ? Regional leaders met in Uganda Saturday in the latest summit intended to find a solution to the crisis in eastern Congo as the M23 rebel group takes territory from the army and threatens to topple President Joseph Kabila's government.

    Uganda, whose leader is acting as a mediator, has had its credibility tarnished by revelations in a U.N. report that some of its military officials actively support M23 rebels, who this week took control of the provincial capital Goma as well as the city of Sake in Congo's east. Rwanda is also accused of supporting the rebels. Both countries deny the charges.

    Kenyan President Mwai Kibaki and Tanzanian President Jakaya Kikwete also attended the Kampala summit, which is being held under the auspices of a regional bloc called the International Conference on the Great Lakes Region, or ICGLR, of which Congo is a member.

    A previous summit of the ICGLR endorsed the creation of a "neutral international force" to police eastern Congo. Tanzania has already offered to contribute some of the 4,000 troops needed, but the force's mandate is not yet clear and funding remains a problem. Ugandan diplomats said regional leaders were likely to talk in detail about the force.

    Kabila was in Uganda for the talks Saturday, but Rwandan President Paul Kagame was absent. Ugandan officials said M23 representatives were not invited to the summit and denied reports that Jean-Marie Runiga, the M23's political leader, was in the country for separate negotiations with the Ugandan government.

    "I have not seen them," Crispus Kiyonga, Uganda's defense minister, who held meetings with some M23 officials before Goma was captured by M23, said of the rebels. Ugandan officials say previous meetings with M23 rebels were held with the knowledge of Kabila, who at first declined to negotiate with the rebels but later changed his stance.

    "This is a summit for regional leaders, not a negotiation meeting. The rebels cannot be in the summit," said Okello Oryem, Uganda's deputy minister of foreign affairs.

    M23 is made up of hundreds of officers who deserted the Congolese army in April. Since then the rebels have occupied vast swaths of territory in mineral-rich eastern Congo, and their capture of Goma this week put pressure on President Joseph Kabila to negotiate with the rebels, who accuse his government of failing to honor the terms of a 2009 peace deal that incorporated them into the national army. The rebels took Goma without much of a battle, with the Congolese army fleeing in disarray and U.N. peacekeepers holding fire.

    M23 leaders insist they will attempt to capture the Congolese capital of Kinshasa if Kabila does not negotiate directly with them. Uganda's President Yoweri Museveni, Congolese President Kabila and Rwanda President Kagame said in a statement Wednesday that they would not tolerate M23's talk of toppling the Kinshasa government, demanding that the rebels pull out of Goma and make a retreat. But the rebels went ahead and took Sake.

    "In solidarity with the Congolese people and their counterparts, President Yoweri Museveni and President Kagame made it clear that even if there were legitimate grievances by the mutinying group known as the M23, they cannot accept expansion of this war or entertain the idea of overthrowing the legitimate government of the DRC (Congo) or undermining its authority," the presidents' statement said. "Therefore the M23 rebel group must immediately stop its offensive and pull out of Goma."

    On Friday, Congo's president suspended the army chief of staff following the publication of a United Nations report which reveals that Gen. Gabriel Amisi oversaw a criminal network selling arms to rebels in the country's troubled east. The rebels also took the town of Sake.

    Congo's troubled east has been plagued by decades of violence, and the latest rebellion is a reincarnation of a previous conflict. The rebel group that took Goma dubs itself the M23, a reference to the March 23, 2009 peace deal that paved the way for fighters from a now-defunct rebel group to join the army. Charging that the peace accord was not implemented, soldiers defected from the Congo army in April to form the M23. Both the M23 and the previous rebel group, known as the CNDP, are widely believed to be backed by neighboring Rwanda, which has fought two wars against its much-larger neighbor.

The work, published in a leading scientific journal on Computation and Artificial Intelligence, has applications in aeronautics, the automotive sector and operating rooms.

    A team of researchers of the Public University of Navarre has developed a technique that enables the processing in real time of 3-D images to be improved. The work, which has applications for 3-D video, aeronautics, the automotive sector or intelligent systems for operating theatres, for example, has been published in the American journal "IEEE Transactions on Pattern Analysis and Machine Intelligence," a leading publication in terms of its impact in the field of Computational Sciences and Artificial Intelligence.

    This research comes within the framework of the PhD thesis that Leonardo de Maeztu-Reinares, a Telecommunications Engineer, has developed at the Public University of Navarre. Co-authors of the paper are Rafael Cabeza-Laguna and Arantxa Villanueva-Larre, lecturers in the Department of Electrical Engineering and Electronics.

    The work is based on stereoscopic vision, a technique for obtaining 3-D images. "The basic principle of stereoscopy is the use of two or more cameras that simultaneously pick up the same scene from different positions, similar to what human eyes do," say the authors. That way, two or more images are captured for each instant in time and are compared with each other to work out how far the objects are from the cameras, and that way capture the depth lacking in a classical photograph, which is two-dimensional."

    According to the authors, this comparison of two stereoscopic images requires "a considerable computational load and great algorithmic complexity," if accurate results are to be produced. In actual fact, the work published proposes that three modifications be made to the algorithms (understood as operations or instructions) that allow a technique to be reused; this used to be known as the so-called anisotropic diffusion in order to compare pairs of stereoscopic images.

    "The algorithm proposed," says Leornardo de Maeztu, "yields better results than other previous ones in the same class and, what is more, presents a very interesting competitive advantage: it can be implemented in real time using a standard graphics card. Although they are algorithms that require a great calculating capacity, if the whole potential of current graphics processors is used, it is possible to execute in real time, in other words, to process as many images per second as those caught by the corresponding camera."

    This research into stereoscopic vision has applications in fields like 3-D video recording, the monitoring of the environment in vehicles (unmanned planes and helicopters, vehicles, etc.) or intelligent systems for operating theatres.
